You can use 1000 yards stare in both PVE and PVP and is a lengendary. Black spindle is really only used in PVE, outside of it it prefroms alright in PVP but has low aim assist and high zoom.

No I think they did but still has a lot lower aim assist and when using something like 1000 yard stare.
