Just saying. You either get stupidly lucky and get it from Eva's 'free' Package that Tess sells, or you go cough up money to have a CHANCE of getting it. All other masks can be obtained through the "Candy Bag" RNG, and then upgraded to Legendary through the RNG Paper Glue, but the Skull Mask? You're pretty much paying to spin a wheel for it and getting a complementary reward (The Legendary Mask) for your attempt.
It doesn't help that the flavor text implies it'll be exclusive to the 2015 event either.

EDIT: The item being cosmetic isn't the point. It's the fact that they're adding RNG elements to things you're paying real-life money for. If you don't want it, you don't have to try for it, but they put all of their effort into making it something a player really wants by making it the most appealing (Animations, sound effects) while making it exclusive to 2015 in specific. This is the equivalent of online gambling which shouldn't be supported by any player with common sense; especially in some T-rated game. Expect this kind of practice to become the norm with holiday events, and maybe even become a normal "Tess" thing because of how much money it's making them right now.
EDIT 2: For those wondering, I do have the Skull Mask. Got it from my second Treasure of the Lost bag while buying masks to get Paper Glue to keep them. Not everyone is going to get them like that, though. Some will pay nothing, some will pay $40+.

I agree 100%.. Making it a gamble to get even after you've paid is ridiculous. After spending my free 400 silver on 2 more tries and not getting it, I refuse to pour money into it. I want it so it leaves me nothing but salty. Shitty practice by Bungie, a 2015 specific exclusive that could cost unknown amounts, yet RNG gave some (likely year 2 players as well) a free one on the first shot. Make it a raid item, make it a rare drop from a heroic, but for RNGesus sake why would you make it a "LOTTO TICKET ITEM"? Have some class and more pride in your art than that... I'd compare that to selling candles with rings in them and claiming the rings have various values.. Classy.
