What I want to know is how the hell you get paper glue without buying legendary packs or dismantling masks.
If there is no other way the people who cant buy the legendary packs can only have 2 legendary masks.

Gotta spend a little silver if you want all the legendaries. Cost me $60 because of the blue skull mask being stubborn.

Sadly, those are the only ways. I spent the last 200 of my free silver on one, got two legendaries, and then I snatched my free one and got me a legendary and some paper glue, so it just comes down to luck I guess. I don't exactly like those odds. At least a small drop chance from the rare gift bags from Eva would be nice
