If you haven't completed the Cult Ghost portion in there and handed the Ghost into FWC, then yes, unfortunately... :(

.......this time gate garbage is epitome of why this game struggles with its base. RNG for the sake of RNG. Lets make the game about waiting on mission to wait on a mission. Biggest waste of time ever.......
