"Your ability to use online multiplayer may have changed...."

As of 3pm CST I can not access Destiny. I keep receiving the error described in the title. I have rebooted my router, emptied the cache on the xbox-one using the method outlined here... https://www.bungie.net/en/Help/Article/12539 The issue persists. My Xbox Live account is in good standing. Please advise.
