In my opinion it's not, because it doesn't really have any support capabilities or perks. I see where u r coming from with the self Rez, but really I think when you use self Rez, like in crucible, the only thing ur doing is getting armor for yourself, and get killing powers.

It does have support capabilities. Radiance > Song of Flame reduces cooldowns for the entire party. If you couple that with heart of the praxic fire, you can literally throw grenades\melee as fast as your animation will allow. Only problem is that there aren't a lot of fights where it's beneficial.
