You have to deliver first ghost to get fwc badge, then you get the quest.
I already did it about a week ago, and found the quest waiting for me today.

Edited by IXI_Kinky_IXI: 10/21/2015 6:37:33 AMthe badge you can get either way. you need to turn in the ghost before the next part of the quest comes up. You also need to be a part of FWC to do the next part of the quest, which is to donate to gain faction rating.
