Anyone who can voice their opinion in a logical manner that actually makes sense should be able to participate. People can understand how a game is SUPPOSED to work whether or not they have the skill to demonstrate it themselves. That is why all sports have highly paid coaches. They may or may not possess the physical talent or skill themselves, but know how to articulate what is needed in words to their players. If you have a 0.5 k/d, but can make an argument with sound reasoning to back up your claims regarding strategy, tactics, or weapon choices, there is no reason you can't participate in a PVP discussion.
