It did come out and it's pretty much a waste of strange coins. Would not advise.

it's not that big of a waste, I bought some "just in case" I would ever want to change something, and I used one, switched my DTMs from pulse/shotgun reload to pulse/sniper which I was really glad for. so honestly, you get 3 for 3 coins. so it's not to to bad.

OK. I was out of the country. No Internet. I knew I missed Xur, but hadn't heard he had new treats. I assume it resets all of your progress and light level too?
