Power levels worked fine. The gradation seemed fluid. I was 295~ though, so i cant speak for 290's and lower. I never felt as though 300+ had a huge advantage, but still advantages like barely surviving a grenade and killing me. I expect stuff like that in the Iron Banner. I would also suggest an automatic IB weapon/gear drop at lvl 3 and 5. I got 1 for the entire time.
