1000 Yard Stare not doing damage

My 1000 yard state has recently stopped doing any damage, even after changing weapons or putting it into the vault and taking it back out.

Did you try shooting it at something? Make sure the reticle is on the enemy body. They don't have tracking bullets for any of our guns.
