No they are not broke.. I can turn easily the same rate either left or right in this game, never had a problem with it at all. the running is a timeout function not a broken game mechanic it is to prevent players from just stop and start sprinting all the time to make you think more about each action before doing them. the reloading was not ever going to be allowed when running, pretty much no fps game allows this or ever has and most likely never will.
