Its actually a simple and obvious solution. The tower should have been the meeting place of all guardians seeking a team. Similarly geared and leveled guardians are instanced together in lieu of being forced together.
Just another foolish choice on bungie's end.

Not enough people in the tower. Just in game rock star lfg and the game is 200% better

As is i agree... But I'm sure the tower could have supported more players.

Maybe depending on their servers. I've been in giant no land and there are always issues with large populations in one place. I don't mind the tower as is. Focus resources on game play areas. I DONT want to sit in a tower and seek. I want to shoot stuff and seek or search. Biggest reason I retired from FFXI was wasted time not playing just stating at the tv waiting.
