I turned in all 4 pieces and I did not get a mission. How the hell do I get sleeper slimulant now?

The quest is time locked. It is only available for a day when it comes active. Keep looking at the Cosmodrome map to see if it pops up. People are speculating on the 7th, as it was the 7th of October last time it was available.

I believe it was a timed event sort of thing. You needed to have already turned the 4 pieces in when they activated the missions.
