Let me explain drops to you.
0-5 you can get normal crucible drops.(so crucible legendaries are possible)
0-1 you can't get iron banner drops
2+ you can now get class items to drop
3+ you can now have armour, weapons and the ship drop.(the weapons and armour that drop can now ONLY be the stuff lord saladbar is selling)

Someone in another thread I posted on had the IB pulse drop for him when he was level 1.

I was hoping he wouldn't just drop the stuff he sells since that now means we must choose his way or rely on rng for perks. At least his weapons rolls are pretty solid this time around
