Edit:
I can not get to all of you and I apologise for that. Another thing: before completely ignoring these statistics try and take into account not only the super but the vast majority of the game as well - i.e. time spent without a Super. Because the Sunbreaker Subclass is so heavily focused around Hammer of Sol, it is left with a mediocre neutral game with few options in comparison with others - e.g. Gunslinger. This is what turns the tide and puts Gunslinger at top. That and the fact that Golden Gun is still extremely good. For example unlike Hammer of Sol if Golden Gun is activated in your line of sight your chances of survival are extremely low due to it being extremely difficult to avoid in comparison to Hammer of Sol thanks to the lack of travel time, lack of arc, high aim assist and so on.

On formats where the majority of the points are scored within a small timeframe, hammer of sol/sunbreaker is very strong. This is true of Rift where scoring a runner is worth way more points than kills. But in a format like control, points are constantly being scored. There are very few objective events, just persistent objectives. Hammer of Sol is exceptionally strong for a super. Sunbreakers don't have many tools in their arsenal to boost their persistent power. And because their persistent power is low and there is now way aside from Int to lower their super's cooldown, it tends to be a long wait until their super is charged again. This is a stark contrast compared to say a nightstalker who has the abiilty to combat roll constantly and go invisible. Or the voidwalker who has exceptionally good grenades and blink and exceptionally short cooldown on their super. As many of us have experienced... it is very difficult to fight a Sunbreaker while HoS is active. 1v1, you've got almost no chance. This is frustrating... but not necessarily over powered. I'm sure HoS has one of the highest kill rates among supers. But I am also sure that sunbreakers have one of the lowest kill rates outside of their super. Because they don't have any tools to boost their power without having super energy. That is valid balance... I honestly think Sunbreakers are in a good place right now. My suggestion to Bungie is that they should buff the Striker and Defender. If they buffed the other two subclasses to be on par with sunbreaker and the other classes subclasses then more people would play them. I get frustrated with getting hit by hammers constantly too. But what people aren't realizing is that almost every titan that is in the crucible is playing as sunbreaker. Those 4 or 5 hammer deaths per game are coming from 2-4 different players. A single sunbreaker is only getting his super maybe twice a game unless they are really dominating, in which case they are doing it outside of their super are just a better player than you.
