Explain how the Spartan-IV program began.

I'd like to try [spoiler]i believe the UNSC faked Kurt's death (or maybe it was another spartan) in order for him to train the spartan IV. As for why the program was created in the first place, i think they were just cannon fodder for suicide missions right?[/spoiler]

That was the spartan-III program. Spartan-IVs would have been under the jurisdiction of Halsey, but after she was arrested, they recruited Jun and some other spartan to train them.
