Exotic sword bounty didn't pop, agonach rune bug, hadium flakes not droping from chests

Recently i upgraded my arc sword to 284 light and maxed out and the quest line didn't pop. What's wrong? Also I have bugged agonach rune, and hadium flakes don't drop on one of my characters...

Whatever character you got the sword to 284 on, is the character with the quest on it

I can only say about the rune that Bungie disabled it after players exploited it too much
