For the same reason that you could ONLY get Sleeper Simulant by completing a quest which was available for only 24 hours..... so that all the try hard more time on their hands than the "average" player don;t find everything, complete everything, smash the raid 50 times and complete ALL the new content in less than a month with ALL the new gear. Happens in every game and Bungie have been smart doing what they've done, it keeps us (the players) coming back.
Now, I know what you're thinking "most players aren't like that" they're not, that's very true. But, from personal experience some years ago, I was involved in the BETA testing for Age of Conan (PC based MMO, for those that haven't heard of it) and there was a reasonable sized player base. The developers released the game and those of us that had tested the game were given a "hard start" early access phase (48 hours early). A guy enlisted the help of 3 of his friends, played NON-STOP (and I mean NON-STOP) for the first 4 days (2 days EA, 2 days from release) and finished ALL the content. This was a game which was set to evolve like many MMO's and Destiny, this guy got on scoial media and the game forums and reddit etc, bad mouthing the game saying he'd finished it and there was nothing to do, blah blah blah.
I;d quite like Bungie to avoid such things, by delivering more stuff as we go, which is where those other Exotics are coming from along with more year 1's updated to year 2 (I expect). I realise you've put your apology at the end, but maybe a bit to much HEAT at the start fella...

Yes that would make sense if they were to add new exotics instead of just locking exotics that we already know are supposed to be in the game
