So if the helm of Saint 14 just didn't blind enemies, I should also consider that as normal? a smaller perk I'd be agreeing with you, but the perk that makes it an exotic? Trollololl.

Yup you should. Black hammer originally had problems with its main perk. Luck in the chamber recently was messed up. Mulligan was messed up. The Red Death perk was glitched until 2.0 came out. Wolf pack rounds on gjallarhorn sometimes wouldn't proc. The glass house main perk didn't do what it said And a handful of others. Again. Perk problems are normal. Stop whining.
