You need to go to -6 minutes and wait 30 seconds. If nothing shows up then go to the next location. You just got unlucky too.

Prior to 2.0, I've never seen a public event land past 5 minutes. I'll give 6 minutes a try.

If you use destinypublicevents.com they've spawned as late as -8 for me. I know its dumb...
