Okay well admiral parangosky had planned for akerson and Halsey to lead the sIV program but with akerson dead and Halsey arrested at the time Musa-096 and Jun-A266 were chosen.

I actually knew that Jun helped train the spartan-IVs. I didn't know that he headed the program, though.
