No, but I personally believe that the main focus of this game should be PvE and that should be how you max your level.
Like with VOG. You could get to 29 doing anything else, but you HAD to raid to get to 30. That's how it should be.

There's 2 halves of the game but you think you should only be able to fully level playing one half?

One half actually needs the levels.
