1: pve is also p2p and can be effected in the same way, as we seen with Crota.
2: pvp is definitely a grind, in fact I'd say it's harder to get gear there then in the raid.
That said, no it shouldn't be 310, it should be 300 or 290 (probably more towards 290). The only reason I say that is because the start for hard mode is gonna be 310, if they hand out 310 we will get people joining games that don't have a clue what to do again, people should be forced to do normal before hard not to other way round.
After a month of hard mode releasing I think it could go up to 310, but only then, like they did with the original raid, forcing people to play normal mode over hard mode, but allowing those who don't want to play pve access to max level later on.

The highest end game activity is 300 including hard mode when it drops. Anything over 300 isn't really necessary at this point

If they release 310 gear, people will just get that skip the normal raid, then join in at hard raid and not have a -blam!-ing clue what to do. You should be forced to play normal before hard, and just note there's no reason for a pvp player to be 310 anyway, 300 does the same amount of damage as a 310 in pve, so I presume it will be the same in trials, and in normal pvp level doesn't matter, Luke smith confirmed in a forum the other day that 300 is the same as 310. And to combat this you will start seeing all groups requiring the touch of malice.
