I don't know what everyone is complaining about.
Its rng for you.
They will not give you the shards back
Or a weapon
Or even a piece of gear
What i do not understand, why are you all using them on the normal raid when you all know the hard raid is going to hit us soon.
Me and my mates are saving them for that very reason.
Higher probability
Higher chance of rng
Also don't use shards if you are using 3oc's
It seems to cancel out the second drop.
Thats the only advice i can give you all.

I think the issue is when items don't do what the description says. It explicitly uses the words "will receive extra rewards..." to me, that means I should get more than the usual 1 item and 2 shards that I have gotten every other time when I had zero shards. Kinda makes me feel like I've been grinding for no reason when I get 1/10 the amount of shards that I had to grind for to get the "extra" rewards in the first place.

That's what the description in the real inventory says too. Not chance, not increased chance; will.

3oC already procs on the mini oryx in the bubble

3oC doesn't work with Oryx. At least, when we beat him, my 3oC hadn't been used.

3Oc worked fine for both me & a friend that dropped them. Interestingly they actually dropped the exotics at the teleportation round outside the area we can access. Went to postmaster & I had 2 engrams 1 turned into Ruin Wings & 1 into Telesto. Can't remember what he got though. Also I got my 2 weapons drop (Both primary) at Oyrx & still have 13 mouldering shards left.
