Wow no you can't it's a mission specific drop. Many of the exotics are quest related and secret. Their is only a couple of exotics that you get from engrams.

People just like putting others down, it makes them feel good. If they post things like that they are most likely under the age of 18 and have more testosterone than they know what to do with. Personally, the phrase "git gud scrub" is so repulsive I would feel insulted myself if I ever said it to someone else. Also, I highly doubt your friend got it from an engram, but this is Bungievision we are talking about. Maybe ask your buddy what the base damage is, cause if its not 310, then it was probably a mistake.
