It was a gravemind made of the last precursors. It's known as the timeless one, the captive, and I believe the Primordial. Remember that in Primordium it was feeding the humans on the Halo to the flood. It was what turned Medicant bias to helping the flood. Though it can be argued from what was learned in Silencium that the flood is the precursors.

Well the flood are based off of the precursors, and didn't the Primordial explicitly say he was the last precursor?

He claims that and he is made directly from precursors so technically he is both. As the flood is their final weapon and made from them they sort of are the flood but it is described as being flood in Primordium.
