Yet in most games or expansions when it releases there are things that don't work and mistakes that were made. Just because they get paid to not mistake does not mean that no mistake will ever be made in the history of ever.

That goes to show it most likely was never fully tested. And also someone never proof read the script or didn't care to carefully proof read it. Either way it's a mistake that should have never happened.
