It's a mechanic. You can tell by the feel of it alone. What's a bug is the slow sprint. But the cooldown is definitely intended.

The "feel" of it is glitchy and irregular. With as much effort as they put into screen effects and your health getting low with the heartbeat and red outlining, surely they'd put the same work into stamina awareness or regen. These are core player notifications we're talking about that affect your gameplay and others. There would be more effort put into it.

Makes you choose where and when to sprint and when to stop etc. Doesn't need some big onscreen indicator to show you. Some games there's a delay on jumping etc but no onscreen display showing when you can jump again.
