Can it only be obtained through the daily? Or can you just play the mission on Heroic as it#s the same light level?

Don't listen to people who say yes. Right now it's the daily no matter where you access it. The link on the navigation screen is just a shortcut. We'll find out if it's still there after 2 am pacific.
