Again, the raid systems rng has been fixed, not the engram system. The fix was intended so people don't run it and get the raid helm three times in a row but never get the chest or hands or w/e it is.

Where did it say that? In the stream and one of the weekly updates, they said the entire RNG System would be adjusted to those terms, not just raids...

They said it in an update, they mentioned focusing the most on raids, I don't think engrams were changed, mainly actual drops. For example crucible drops were fixed too because they aren't engrams.
