The rare items doesn't have a slot that says infuse only the legendary items for me. Does the rare item with higher attack power have to be upgraded all the way?

Rares don't upgrade. Only use is for feeding legendary ones

I learned this the hard way. I was dismantling my legendary stuff because the rare stuff was stronger LOL! HEY! I got a lot of marks in the process...
