I don't think it applies to exotics everyone I got was 290 even with that method

Exotics do the same thing they did in Year 1. They come as specific Light values, not just any random value.

I used engrams and of the 20ish engrams all were 290

The ones I got from farming engrams were 290 also

Bought the new warlock gauntlets and those were 280. Check xur if you want to see for yourself. I got lucky and got two exotics from legendaries early on. :D alchemists raiment and light beyond nemesis.
