I do some of both until acquire better legendary gear or if you're happy with a weapon or armor piece you currently have, you can use rare armor that has higher defense on it to fuse with your current weapon or armor to make it stronger and give more light. Definitely look towards grinding the heroic vanguard strikes. Lots of engrams and a fair amount of legendaries always drop :)
