Bungie confirmed to me that the Suros weapons are not in a pak. The are the "loose" green guns being sold by the Vanguard quartermaster.

Again I read the post and it is unclear. I specifically asked the question on the blog and Bungie gave a very straightforward answer. But then again, it doesn't matter if you don't believe me. Early access to the Omolon weapons is not getting a pack with the weapons inside.
