Hey everyone I'm not sure if this will work for you but it worked for me . All my stuff is reset just like yours( chests, crucible , level 20 light ). When I read the Bungie " help guide" portion that said get all 20 chest on one character I remembered that I finished the last 8 on my hunter. I hopped from character to character looking for a tower notification. When I got to my Hunter there was a notification for me to pick it up although the game map still said total of 12/20. I would suggest checking all your characters if you haven't already.
