I got it to work on my PS4 by rebuilding database then restoring licenses on the profile that has the TTK expansion. After that I could play it on all profiles.

Unfortunately, this didn't work for me. Do you have both expansions on the same account? I don't, so I don't even have the option to buy the $40 TTK expansion. My only option is to buy the whole game or the $35 expansion pass.
