Are you kidding? This quest is for people who actually dedicated their time to the faction of their choice, not for somebody who spent a couple of days ranking it up. Get real with this. 25 is perfectly reasonable especially since you probably won't even be able to fulfill all the requirements until that level. You can still get rep from patrols, it's just bugged right now. It'll be fixed on Tuesday. Also, Faction rep is now gained in tandem with Crucible and Vanguard rep, so now all you have to do is just pledge you allegiance and then go play the game. You don't have to do anything special to rank up now. Just play the game casually without having to sacrifice vanguard or crucible rep. They made it pretty easy.
