No they won't, you are rewarded with an exotic class item. Why should people who only collect? Get the class item so easily. I see this reward as true members for the faction. If you played from day one and upgraded your faction twice every week, you would be over 25. Also, commendations helped jumped ranks. I am now 79 in new monarchy, thw requirement should be 50. Even if i was lower than the requirement I would strive to it, because i actually love my faction.
