From what I hear Pre-ordering on the 360 is not possible. You'll have to wait on launch day to purchase it.

You cannot preorder the base version of TTK on the Xbox 360- it is not supported. You will be able to purchase it on September 15th. If you play on that day, you will still get access to the Suros Pack.
