I think you are misunderstood. This is in fact a microphone. The perks are also incorrect. The exotic perk for this weapon (microphone) is called ear buster. It disables enemies by combining all the yells of childen who play the game into one missile and replacing the normal explosion sound from other rockets. If you shoot it at a boss or major, that enemy will hear kids claiming that they are the best in the game and soloed Xylar without ever reloading. This will make all the enemies on the boss or majors team to wipe and have to start all over again.
