New Monarchy: Trying to unite the city under one person, and for "normal" people to have just as many rights as Guardians. (Con) They want to rule the city by putting one of their own into power. An absolute almost Totalitarian New Monarchy. FWC: They want to prepare for future wars. Simple and effective. (Con) They WANT war, and they want it with the darkness... But they'll take a war with the rest of the city.
