I had the same problem. I deleted the Destiny application and re-installed it. It took me about an hour but it's worth it. I made sure that the expansion pass was installed as well. After that was done I restored my licences (in settings) and restarted my PS4 (. I got my Suros emblem and shader, and the shader, class item, and emote on my Warlock and my Hunter. Only problem I have is that I didn't get my shader, class item, and emote on my Titan which I was looking most forward to, but obviously Bungie is looking into it.
