Elder Cipher did not work
I had two completed Elder Ciphers both to 1000 points, I went and handed them in to get Dregs Promise and Queenbreakers Bow. I picked the Queenbreakers Bow, and then I couldn't pick another one. I exited out of Variks' menu and went back into hos menu and my other Elder Cipher wasn't showing up. I then went into my inventory and it wasn't there.
What should I do?

There's nothing to be done. This is a known bug, and it's been noted that receiving two simultaneous Elder Ciphers won't lead to two rewards. Think of one as a blank- since technically, you aren't supposed to have two Elder Ciphers in your inventory at any time. Abandoning both of the Ciphers and returning to Variks for a new one alleviates this issue. https://www.bungie.net/en/Forum/Post/126812109/0/0
