Usually 'transferring content' is where the console is copying files from the disk to the hard drive. Have you checked the game disk for any physical issues, like smudges, scratches, or cracks? Try cleaning the disk and clearing the system cache ( https://www.bungie.net/en/Help/Article/12539 ) and see if it gets any farther. If it gets stuck at the same spot, is there anybody you can borrow a game disk from to see if it can progress past that part?
