If by all-powerful, you mean omnipotent. The problem with that question is that it tries to put an omnipotent being into a corporeal existence, which is something that's not entirely necessary. At that point, it's in the same realm as man, and that's not what normally defines an omnipotent being. They are normally said to be in a realm all their own, with their own (not) laws and such.
