Dragon's breath does more damage if the target takes all of the damage from the solar flare. But that never happens because the enemy AI is programmed to move away from the solar flare.

Numbers wise dragons breath is technically better but ghorn takes less... Well skill I guess with tracking and proximity detention

Maybe with the new nightstalker subclass dragons breath will be relevant because you can keep enemies restrained. Idk if dragons breath is going to year 2 or not tho

Theoretically, Dragons Breath does 7000 more damage if the enemy stays in its Solar flare, which never system, so in - game, Gjallarhorn is better.

Dragons breath does more damage if you lock the enemy in place. Somehow. But your poll states strongest, not highest damage total. Thus ghorn is stronger due to the fact that it can consistently hit harder and more accurately.
