Difference between the 4 shots and 1 to the head is that you have your shields, grendades and your armor lock to protect you. In Swat you dont. So no, not more "manskills" just more options to survive along with whatever skill you have as as a shooter. Swat the only survival you have is good use of cover, your map knowledge and your shooting prowess.
