Just a thought I see nothing but missile jumping beans lol after every heavy drop, its hard enough to kill a good player but a good player with heavy and rockets or machine guns can be devastating in PvP thanks to having fast agility.
I think once heavy is picked up the players agility should be cut by 50% if not 75% to give players even a fighting chance especially the ones with no heavy ammo or a super to fight back, this will also make the person with heavy think wisely about just random fire or going down the wrong path because of the decreased agility.

No, it would just make it that much easier to camp the other teams heavy ammo and kill them all because they would be slower than you already become after you pick up heavy ammo.. I think it's fine the way it is
