Why is saying names against the Code of Conduct?

It seems to me that if someone is cheating they should be reported for it. I don't care too much but I honestly find it completely stupid.

      Cause modern society is made of litigious pansies and Bungie needs a CYA legal policy Once upon a time there were no lawsuits, you just hit the guy with your glove and settled things cleanly
